Artificial intelligence (AI) is no longer a technology trend for UK Build to Rent to monitor from a distance; it鈥檚 already embedded in the tools we use every day – in how we communicate with residents, manage repairs, price homes, and report to investors. The question before our sector is not whether to engage with AI, that decision has, in many cases, already been made for us, the question is whether we will govern it well.

This guide is the ARL鈥檚 answer to that challenge, the sector鈥檚 first comprehensive framework for responsible AI adoption, grounded in what operators actually face, tested against the toughest regulatory scrutiny, and designed to work for organisations at every scale, from the lean mid-market operator to the global institutional platform.

The timing couldn鈥檛 be more significant. The Renters鈥 Rights Act 2025, which fully came into force in May 2026, is transforming how possession, rent setting, and residents’ rights operate across the sector.听The EU AI Act鈥檚 high-risk provisions apply from August 2026, and the Competition and Markets Authority has published new AI agents鈥 guidance and opened live enforcement action. In this environment, governance gaps are not abstract risks; they鈥檙e foreseeable, avoidable legal exposures.

AI is transforming how homes are designed, operated, and experienced. In the UK, Build to Rent (BTR), AI is already used in tools such as chatbots, repair triage, predictive maintenance, analytics, and pricing and is rapidly becoming a key expectation for both investors and residents.
In response to this the ARL has produced a paper to set out a strategy for AI use across the BTR sector, on which we welcome views from our members.
This paper outlines an ARL-led AI strategy for BTR:
  • A shared AI Ladder, mapping actionable steps from pilots to integrated AI, alongside a concise AI Code and principles.
  • A Digital, Data, and AI (DPAI) section and an AI Verification Checklist to enable measurable benchmarks for members and verifiers.
  • A clear ARL support package, templates, training, a knowledge hub, and an optional 鈥淩esponsible AI in Rental Living鈥 kitemark.
This sector strategy is designed to help members meet core duties and standards; it is not a technology brochure. It positions AI as a means to support existing duties and standards, especially safety, fairness, customer service, and ESG – by using AI thoughtfully, not as a shortcut.
The submissions for the consultation paper is now closed. All听 the received submissions will be considered in drafting a revised version for publication later this Spring.
