Renters’ Rights Act

The Renters’ Rights Act came into force on 1 May 2026. ARL members have many questions about the implementation of the Act and its impact on BTR operations. The ARL has sought advice from across the legal firms amongst our members, who have prepared a Legal Briefing for the Build to Rent sector, now available for members to download. RENTERS’ RIGHTS LEGAL BRIEFING

The Renters’ Rights Act passed into law on 27 October 2025, with an implementation roadmap that starts on 1 May 2026.

ºÚÁÏרÇø has been tracking the passage of the Act from its previous incarnation as the Renters (Reform Act), proposing amendments and making comment at various stages.

A working group of ARL members is reviewing the Act and making recommendations on behalf of the BTR and wider Rental Living sector.

Background

The Renters’ Rights Act (RRA) aims to reform the Private Rented Sector (PRS). Its primary goal is to give tenants more security to stay in their homes and more freedom to leave substandard properties.Ìý​

The key provisions currently proposed are:​

  1. Abolition of ‘no-fault’ evictions (Section 21) ​
  2. Abolition of fixed-term Assured Shorthold Tenancies (AST) to be replaced with assured periodic tenancies ​
  3. Restrictions on up-front rent payments ​
  4. Prescribed form for seeking a rent increase ​
  5. Prohibition on rental bidding ​
  6. Introduction of a mandatory national landlord database ​

The Act achieved Royal Assent and become law in October 2025.
