ARL welcomes Scottish Government
plans to exempt the Build to Rent
sector from rent control

We welcome the Scottish Government’s announcement of the plans to exempt the Build to Rent sector from rent control measures, as published in its Housing Emergency Action Plan yesterday.

Designed to maximise investment in Scotland’s housing sector, such a pragmatic approach is what the ARL called for in its submission to the consultation on the Housing (Scotland) Bill this summer.

The ARL has worked over several years arguing for recognition of the BTR sector. ÌýOur consultation response recognised that investment will not flow into a market shackled by restrictive controls. As such, we suggested an expansion of the proposed exemption criteria for both MMR and BTR properties, to encourage investment in existing models and to support the delivery of new models that align with the intent of the Bill.
