ARL welcomes Government recognition of BTR as a catalyst for faster housing delivery

ºÚÁÏרÇø, the voice of the Build to Rent sector in the UK, welcomes the Government’s proposals outlined in the Planning Reform Working Paper: Speeding Up Build Out, announced last week, which affirm the vital role of Build to Rent in accelerating the delivery of much-needed homes in England.

We are particularly encouraged once again by the Government’s explicit reference of the Build to Rent sector and statement of evidence that Build to Rent developments build out up to 60% faster than conventional models. This data strongly validates what the Build to Rent sector has long known: that institutional investment, mixed-tenure communities, and long-term stewardship unlock rapid and sustainable housing delivery.

We are pleased to see Build to Rent highlighted as a strategic component in the Government’s five-part plan to speed up build out. We support measures to encourage greater tenure diversity on large strategic sites, foster public-private partnerships, and embed Build to Rent into the national planning framework.

We also welcome the recognition of the Build to Rent sector as a source of sustainable demand that complements home ownership and affordable housing. The sector’s ability to attract institutional capital, pre-fund delivery, and provide additional high-quality homes for rent will be crucial in ensuring a balanced, resilient housing market.

As the Government develops its long-term housing strategy, the ºÚÁÏרÇø stands ready to work in partnership with policymakers, local authorities, and industry to expand Build to Rent delivery—helping the nation meet its housing needs faster, more efficiently, and with enduring quality for renters.

Key highlights from the Planning Reform Working Paper: Speeding Up Build Out:

  • Build out rates are up to 60% faster on sites with Build to Rent compared to those without.
  • Mixed-tenure schemes, including Build to Rent, face fewer absorption constraints than mono-tenure sites.
  • Strategic master-planning will increasingly support Build to Rent delivery alongside affordable and SME-led housing.
